First thing of course would be to get the text (preferably in English and Bulgarian language) and find a notary near you.

Once you sign in front of a Notary Public or solicitor then the documents should get an Apostille.

Once you receive back the power of attorney with the Apostille then it is ready to be send to Bulgaria.
NOTE: The recent changes in the Bulgarian legislation require to write your full names under the signature in order the document to be valid. This however is not a requirement of any international law and should your documents are signed, certified and legalised there is no need for that. Some notaries though require and insist on this so in order to avoid any problems you should do this, but from legal point of view this could be a problem only for power of attorney signed before Bulgarian Notary Public.
ALTERNATIVELY: In order to avoid legalisation with Apostille, the documents can be signed at the Bulgarian Embassies in London and Dublin. In such instance Apostille is not necessary and the signature of the Consul and stamp of the Embassy will suffice.
